Why Join the SASPC?
The San Antonio Special Programs Co-op (SASPC) provides comprehensive special education support to partner schools across Texas. Member schools benefit from a wide range of expert services designed to improve compliance, instruction, and student outcomes—all while reducing costs.

Cost Savings Advantage
By joining the co-op, schools share access to related service professionals—eliminating the need to hire full-time staff for specialized roles. This shared-services model leads to substantial cost savings while ensuring students receive the services required by their IEPs.
 
Related Services Provided
  • SASPC provides or coordinates access to a range of related services, including:
  • Auditory Impairment (AI) Services
  • Counseling as a Related Service
  • Occupational Therapy (OT)
  • Orientation & Mobility Services (O&M)
  • Physical Therapy (PT)
  • Speech Therapy
  • Visual Impairment (VI) Services
  • Other services as required by the IEP
 
How to Join
Step 1:
Contact the SASPC office at (210) 447-9101 to schedule a consultation. The SASPC Director will review your school’s special education data and performance, then recommend how the co-op can support and improve your program.
 
Step 2:
If it’s determined that your school would benefit from joining, obtain school board approval and submit a letter of interest on school letterhead by January 15 to be considered for membership for the following school year.
 
What to Submit for Board Consideration
Your school board should review the Shared Services Arrangement (SSA), which outlines the responsibilities of both the member school and the fiscal agent (Southwest Preparatory School). A sample board resolution is available from SASPC to assist in this process.
 
Is Membership Guaranteed Upon Application?
No. All applications are reviewed by the SASPC Board of Directors. Membership must be formally approved by a board vote, and applicants will be notified of the decision promptly. Once approved, SASPC submits the request to TEA by the February 1 deadline.
 
Cost of Membership
Member schools transfer their IDEA B funds to SASPC to cover direct special education service costs. Administrative expenses are not covered by IDEA B and are instead divided among member schools based on a prorated fee structure.
 
Do Members Have a Say in Spending?
Yes. Each member school’s superintendent serves on the SASPC Board of Directors and has full voting rights on co-op decisions, including the annual budget.
